Salary: Up to $150K

7+ years of concentration in the legal framework governing the design and administration of employee health and welfare benefit plans required

Responsibilities

  • Director of Regulatory Affairs will oversee and monitor licensing program, including analyzing state licensing requirements, monitoring state rule changes, and ensuring applications for new state licenses and renewals, as well as corporate annual reports, are submitted timely
  • Develop and maintain licensing policies and procedures and auditing and monitor processes
  • Oversee, analyze and monitor state and federal regulatory reporting requirements related to client’s plans, including states All-Payer Claims Databases (APCD), federal Affordable Care Act (ACA) and other state and federal reporting requirements, and serve as a liaison to state regulators
  • Analyze and interpret federal rules applicable to self-funded benefit design and administration, including ERISA, COBRA, ACA, MHPEAA, Wellness/GINA/ADA, Section 125 Cafeteria Plans, and DOL issued regulations
  • Provide regulatory subject matter expertise for cross-functional teams implementing new regulatory requirements and serve as the company liaison to parent company and subsidiaries for regulatory-related programs and initiatives
  • Draft client-broker communications about regulations applicable to clients’ plans and draft related template language for Plan Documents and member notices
  • Provide direct oversight of Compliance Manager and monitor the production and drafting of clients’ Plan Documents/Summary Plan Descriptions and the implementation of new methods of production
  • Research and respond to fact-specific inquiries from clients, brokers and teams regarding the client’s plan design and administration

Requirements

  • Juris Doctor Degree highly preferred
  • 7+ years concentration in the legal framework governing the design and administration of employee health and welfare benefit plans
  • In depth knowledge of federal current rules and regulations regarding employee health and benefit plans; third party administrator/self-funded plan experience a plus
  • Experience working with state and federal regulatory agencies with respect to business licensing and reporting preferred
  • Outstanding written and oral communication skills
  • Exceptional legal research, analysis, writing and editing skills
  • Strong organizational and computer skills
